Following is incomplete at this time but is a start to something I consider very important. In order to get cooperation, agreement needs to occur at many levels upon which activity can be aligned and coordinated (coordination-the harmonious alignment of activity). Should all UN members, leaders of national and local governments and the people in general agreed, there would be more progress and cooperation without red-tape (I define red-tape as the avoidance of addressing real situations because of unknown facts (knowledge) and the avoidance of responsibility (willingness and ability to be cause).
First of all I would like to address strategic planning versus tactical planning. To mix the two will cause problems and barriers to accomplishment. Strategic planning addresses an overview of activity that addresses real situations. Situation defined as - the most major departure from an Ideal Scene. This is "the pattern" in Permaculture Design.
Tactical planning is the how are we going to accomplish this in our community, bio-region, continent and globally. These are the "Details" of Permaculture design and are carried out by those who are or wish to pursue them.
In our world of chaos of hidden agendas and suppressive activities we can easily be distracted on "THE SOLUTION". The idea that there is a "Solution" is false. There are many solutions that would be valid in in a particular situation. Provided the solutionS are in alignment with broad agreement in the area being addressed. I have looked at many things along many fronts and have concluded that we are missing a foundation on which we can stand and move forward from. That foundation is a stability upon which we all depend to operate at all. With a stable foundation we can then include additional elements of a whole system. Based on the Permaculture Flower a whole system can be designed for each local community, bio-region, continent and complete itself globally.
The Ideal Scenes in a local community, bio-region, continent and worldwide for example would be an abundance of natural living water, abundance of nutrient dense food, abundance of regenerative energy sources and appropriate technology for using it and abundance of regenerative habitat for plants and animals and humans. Once each of these are attained we should have a stable foundation from which we can expand upon.
In alignment with these Goals, a clear statement of the Ideal Scenes that are agreed upon need to be written and gotten out to open ears.
The following is a start to clearly stating the Ideal Scences.
Ideal Scene for Living Water. Natural water from rain, watersheds, aquafers, etc. are replenished by nature and are available in optimum quantities to plants, animals and man without toxic chemicals that are harmful to them. Activities contributing to Living Water in other areas of the globe are contributed to at the scale needed by natural means. i.e. Planting trees on the plateaus and mountain tops of Wyoming to increase rainfall in deserts like Los Angeles over time etc. Creative solutions and improved techniques working with the natural world are shared and cooperation and harmony in their use are welcomed and adopted routinely. Water emergencies that need to be addressed are handled both on an immediate basis alongside the long term plan for regeneration. Progress can be seen and milestones recognized and published through the transition stages of Sustainable to Resilience to Regenerative. Corporations and governments understand and align with these scenes and those that do not are recognized as traitor to mankind, plants and animals. This would include only individuals who participate in any treasonistic act to the ideals universally agreed upon. Continents that include more than one nation or country work together on common water issues that cross the legal boundaries of their country/nation. Greater number of individuals recognize the simplicities and eliminate the complexities of red tape preventing forward motion to the goals and ideal scenes being addressed. Renewed health in the landscape, human, plant and animal and continues to improve over time.
What you discuss in your last post are tactical and what has prompted this reply. In whole system design one needs to get a birds-eye view of the exterior influences and this to me means local, bio-region, continent and global and see what is most important at this stage of the game. Water, Food, Energy and Housing/Habitat are what I see.These 4 points include every living thing on our planet. So what are we trying to solve? "Survival". These 4 points cover the basics needed for survival. Any other thing can be added that align with these 4 things where the Ideal Scenes are agreed upon.
In response to paying it forward with interns, it is my understanding that a Permaculture Design that is valid would stand on its' own two feet financially. As a Permaculture Designer my work can also be looked at as Economic Development and is part of the design process. Does nature pay it forward as an intern?
